Bug Description

[Impact]
hns hardware supports vlan TSO but driver does not set the flag.

[Test Case]
Performance run through vlan TSO shall reach limitation.

1.add vlan to net port(10G fibre);
2.add ip to this vlan;
3.run iperf to test the performance;

iperf result is about 5~6Gbp/s

iperf result is about 9.4Gbp/s
