keyboard layout switching broken in Hardy current

Bug Description

Keyboard layout switching is broken with the latest batch of upgrades today (2008-01-31). I need to go into keyboard preferences, click layout options, layout switching, and
click on a layout method to revive the normal behavior.

This is when using hardy current.

Same here.

Also, you need to re-click "Separate layout for each window" to restore this behaviour.

After reboot, all problems reappear.
