Web Searches plugin appears above Actions

Bug Description

Binary package hint: deskbar-applet

I have my deskbar plugins in the following order:

* History
* Programs
* Web (open by complete web address)
* Files
* Tracker
* Recent Documents
* Web Bookmarks (Mozilla)
* Web History (Mozilla)
* Web Searches (Mozilla)
* Dictionary

When I open my deskbar and start typing "writer" (expecting "OpenOffce.org Writer" to appear under _Actions_), the web searches module appears above everything else (though just below history, if a history match exists). So, because I'm expecting Actions to take precedence, I hit enter, and the web browser pops up w/ the search results.

How about a duplicate id #? (ie, if this is a duplicate, where's the original bug?)
