Temporarily blocking in proposed until it is decided whether this should release as the main variant or not.

Removing the block-proposed as it is my understanding that it was agreed to release this 5.3 based azure a final time before rolling things to 5.4 during the next cycle.

This bug was fixed in the package linux-azure-5.3 - 5.3.0-1035.36
