Bug Description

The value for REST_API_REQUIRED_SETTINGS hasn't been synchronised with Horizon for a while, preventing several features like setting DEFAULT_BOOT_SOURCE (https://docs.openstack.org/horizon/latest/configuration/settings.html#default-boot-source) from working.

Note that REST_API_REQUIRED_SETTINGS is not exposed by default by Horizon for security reasons, so Kolla Ansible needs to cary its own default.
