Bug Description

From the SimpleSAMLphp announcement email today:

we have released version 1.19.0 of SimpleSAMLphp. The main focus of the 1.19 release is to provide a migration path to our new templating, routing and translation systems.

Bug 1912685: SAML Out of sync upgrade step

Due to backporting saml updates to older branches we can end up with
the version number being too new to do the setting of saml keypass
value on upgrade and so breaking SAML logins.
