Source package page makes false claims about "Bug subscriptions"

Bug Description

A source package page, such as <https://launchpad.net/ubuntu/+source/clamav>, features a "Bug subscriptions" box that contains a list of subscribers, but no list of subscriptions. The box ends with the statement "For Ubuntu: There are no bug subscriptions", which obviously isn't true: there are tens of thousands of bug subscriptions for Ubuntu.

This can be fixed by:
1. renaming the box "Subscribers"
2. changing "For Source Package 'clamav' in Ubuntu:" to "To all clamav bugs:"
3. changing "For Ubuntu: There are no bug subscriptions" to "To all Ubuntu bugs:"
4. not showing the latter heading if there are no subscribers to all distribution bugs.
