Can't subscribe to all something's bug reports from its Bugs page

The link for subscribing to a project's, milestone's, distribution's, or package's bug reports is on its "Overview" page. The link should be on the "Bugs" page instead, because that's more likely to be where you decide to subscribe. (In future we might have a general "Subscribe" link on the Overview page that lets you choose to subscribe to bugs and/or branches and/or translations etc.)

Milestones make this awkward, because they currently don't have a Bugs page, only an Overview page. And putting their subscription link on the Overview page, while all the other entity types had it on their Bugs page, would be inconsistent. One way of fixing this would be to add a Bugs page for milestones.
