Brightness Special Buttons doesn't work in a UPI Laptop

When I push the special buttons to increase-decrease the brightness of the screen they don't work.

When I pres FN+F7 that increases the brightness.

Which release are you on? This might be related to 147772 (https:/ /bugs.launchpad .net/ubuntu/ +bug/147772)
The issue that you reported is one that should be reproducible with the live environment of the Desktop CD of the development release - Hardy Heron.
