Focusing form field doesn't show its caption

Bug Description
1. Go to <https:/
2. Tab to the "Programming language" field.
What should happen: You can see the field, its label, *and* its caption.
What actually happens: You can see the field and its label, but not its caption, because your browser hasn't scrolled down that far.
I have reported this as an issue for the Web Forms 3 specification, but in the meantime...
We might be able to solve this by attaching a handler to every input element, such that when it is focused, Launchpad automatically scrolls down far enough to show the caption.
