Bug Description

To aid in user-implemented FDE we wish to leave 16MB of the file-system unexpanded during first boot. The growth of the partition is unaffected, but rather than relying on systemd's growfs facility in fstab, we should use a service that runs a simple script to handle calculating the resize in early boot.
