GNOME applications cannot be moved into the upper area of the screen without maximizing and restoring them (Ubuntu MATE Lunar)

Bug Description

Steps to reproduce.

1: Boot the Ubuntu MATE Lunar Beta ISO and click "Try Ubuntu MATE".
2: Click the application menu, search for "Clocks", and open Clocks.
3: Attempt to drag the window into the uppermost area of the screen (without dragging it all the way to the top where it maximizes itself).

Expected result: The window should move into the upper area of the screen.

Actual result: The window appears to get "stuck" during movement, where it will move horizontally but will refuse to move into the upper area of the screen. If you maximize and restore the window, it will then behave as expected.

Additional info:

This only seems to happen with GNOME apps - native MATE apps seem to behave themselves properly. It also happens with GNOME apps other than just Clocks, though not all GNOME apps trigger it. I can cause this to happen with the Firmware app and with the Weather app too. GNOME Disks, however, doesn't have the problem.

Since this is a weird bug and slightly hard to describe, a video of the problem is attached.
