Desktop Effects in 8.04 beta not working

Bug Description

I have a Dell Inspiron 1720 Notebook computer. It has a NVIDEA GEForce 8600MGT graphics card.
In 8.04 Desktop AMD64 Beta Desktop Effects cannot be enabled.
Checking for third party drivers it seems that the NVIDEA driver is enabled but it is not being used
