Could you please provide some more information.

Where do you try to save the file?
What are the permissions and ownership of this directory?
Is the user under which OpenOffice is started allowed to save a file in the directory?
Is there already a file with the name that is the same as the one that is supposed to be saved?
If so, what are the permissions and ownership of that file?

yes

Yes, but with a other file extension. But it doesn't work with other names too.

PS:
It only works with "file > Save As ..." (than select the .html extension) but not with the export function of openoffice.org ?!

This occurs for me in open office writer, when using the export dialog for either the Mediawiki or XHTML format options, but not when I export as PDF.

The error message is:

Error saving the document xxxx: Write Error.
The file could not be written

As I can export to PDF in the same location, I don't believe it can be any kind of permission error. I've tried various filenames, eliminating naming convention issues; and there's plenty of space on the device. If there's any kind of known workaround so that I can get these documents into XHTML and hence into ePub, I'd be grateful. Or if there's any progress report!

ha, well, just saw this http://wiki.services.openoffice.org/wiki/Export and installed openoffice.org-java-common and now it works...I had a custom (i.e not provided by ubuntu) version of Java (official sun JRE 1.6.0 u21 b06)

Same issue, same resolution as bpedman.
FWIW, after installing that package, the following error was written to STDERR:

Warning: at xsl:stylesheet on line 58 of file:///usr/lib/openoffice/basis3.2/share/xslt/export/xhtml/opendoc2xhtml.xsl:
Running an XSLT 1.0 stylesheet with an XSLT 2.0 processor.

So, this is probably similar to other older bugs with this export which were also XSL related.
My guess is perhaps the openoffice.org-java-common uses a more lenient java package (perhaps an older one?) although I haven't looked into it.

In any case, looks like an openoffice.org bug to me.

I can confirm the problem exporting xhtml under maverick 64bit with 1:3.2.1-7ubuntu1 (openoffice.org).

I changed the temp directory to point to somewhere in the home folder.
I installed openoffice.org-java-common.
I tried the built in xhtml/html exporter aswell as openoffice.org-writer2xhtml.
I tried sun java and GNU java.

All aproaches end with "The file could not be written".

Unlinked upstream bug since that talks about a large graphics file.
This problem is solved by installing libreoffice-java-common
