Latin Keyboard Layout wrongly recognized as 'Laos'

Bug Description
When the 'la' layout is selected in xorg's configuration file, the 'Laos' layout
is mapped instead. As a result, not latam characters appear as you type. This
causes a lot of confussion, as there is no way to type correct latam character
without touching the xorg.conf file for a workaround.
This can be reproduced using the Live CD. When the cd boots and asks for the
Language and Layout, enter any Language and the 'latin american' keyboard
layout. When the live session starts, typing anyhting, for example in Gedit,
results in not valid latam characters. Furthermore, when going to System ->
Preferences -> Keyboard, 'Laos' is shown as the keyboard layout.
In the device section of the xorg.conf file, "XkbLayout" is correctly set to
"la", but Laos characters appear written; so this doesn't seem to be a problem
in the xorg.conf file. The only work around to get an usable computer is to set
the layout to 'es' or 'us', none of which is the correct layout, but at least
they are a better match than Laos.

The sentence looks a bit odd, so to clarify: "XkbLayout" is correctly set to
"la", but when you type, the keybd layout is Laos one.
The problem occurs on Breezy, tested on the RC1 Live CD and on my personal PC
(which was upgraded recently from Hoary).
