Most dependencies are optional. The list of required dependencies has
not changed since 1.0.

Is there any policy in Debian that forbids partial compilation of packages?

CDK 1.4.13 is released now. I have checked the debian/ folder on Alioth, and have the attached patch to simplify compiling by reducing the amount of needed patching.

Thanks for the patch.

I think that at this point in time I would rather wait for Debian to upgrade cdk first; Onkar has already committed work to the Debian VCS and merging three ways from upstream, Debian and Ubuntu does not sound particulary appealing.

Un-subscribing ubuntu-sponsors for the time being; if you have a really good reason for us to upgrade in Ubuntu earlier than Debian then we can take another look.

Ubuntu 22.04 will have libcdk-java 2.7.1. Thus this bug should be closed.
