[FFE] ec2 plugin should be shipped as a separate package

Confirming as critical, as ec2-ami-tools is in multiverse

I would like to ask for a FFE for this bug. The reason why it was split out is that license from amazon was not acceptable and placed in multiverse.

Just to clarify: The AMI tools, which the EC2 plugin needs, was released under a non-free license, so it landed in multiverse.

I'm struggling to underdtand what is Critical about this bug. Does something have to get moved to Multiverse if this isn't accepted? What's the impact?
