Bug Description
Schools need to be able to upload a logo, primarily for use in printed reports (there isn't really a place for them in the web interface right now). This can be under Site Preferences. The logo should be displayed on the form if it is successfully uploaded.
I'm leaning toward not preemptively scaling this, at least at the moment. Maybe we should enforce a generous maximum size. Does it make more sense to do scaling in the report generation code?
