Dapper: Keyboard selector doesn't work

Bug Description

Installed colony 3 in ubuntu-server mode, apt-get install ubuntu-desktop or whatever the meta-package is named, since then I've dist-upgraded to col. 4. Neither works, when trying to change the keyboard to the swedish layout. I installed the swedish language pack with the language selector as well, but that didn't help either. What happens when I change the layout to swedish is that the Gnome theme changes from Human to something blue and the widgets looks like they have the standard gtk look (well, something like that). And most of the icons disappear, the icons in the gnome menus and the gedit icon. It's very strange and the keyboard layout stays US.

Everything else works fine except for this keyboard layout problem...

I'm seeing the same thing (dist-upgraded today).
I've also been seeing som xklavier crash dialogs:

xprop -root|grep XKB
_XKB_RULES_NAMES_BACKUP(STRING) = "xorg", "pc104", "sv", "", ""
_XKB_RULES_NAMES(STRING) = "xorg", "microsoft", "se", "", "grp:alts_toggle,ctrl:nocaps"

gconftool-2 -R /desktop/gnome/peripherals/keyboard/kbd
 layouts = [se]
 model = microsoft
 overrideSettings = false
 options = [grp grp:alts_toggle,ctrl ctrl:nocaps]

Just to be clear, this means that i can not type swedish characters like å,ä and ö.

I'm having this problem with trying to select and use a 106-key Japanese keyboard. Under System/Preference/Keyboard, I choose a 106-key Japanese style keyboard with English as my language. However, this change is never applied properly (a 101-key model still appears to be the default setup). Device Manager continues to show a Japanese 101-key keyboard vice the correct 106-key keyboard that I request.

No, I don't. The issue stoppped being an issue by a later update before the stable release. But I haven't tried anything in the release, since I choose swedish as layout when installing from the live cd, which worked without a hitch!
