"Report a bug" link in bug-reporting and bug report pages is confusing

Bug Description

The same item also causes confusion on the bug report page itself, where it is mixed in with other items that apply specifically to the bug report itself.
The link should be moved out of the Actions menu, and appear only at the bottom of the bug report page.
