Invalid bugtasks should not cause emails for structural subscriptions

Bug Description

When a user is subscribed via a task that is marked as invalid, it should prevent bugmail being sent to the subscribers on that particular task's target (iow, subscribers through a structural subscription).

See the example of bug 375352. The Soyuz task is marked as invalid as it was mistakenly added. I am still getting bugmail on this bug that I am not interested in.

The presence of filters makes it possible for this preference to be expressed. I'm inclined to leave it there, at least for the effort of story-better-bug-notifications, or at least until we get the go-ahead to do more with this.
