Gnome desktop in Azerbaijani language wrongly using rtl direction on whole desktop

Bug Description

After latest language pack updates (09/April/2006), a dektop with Azerbaijani locale started rtl direction nearly everywhere.

Azerbaijani is a turkic language and uses ltr direction.

This is a dup of https://launchpad.net/bugs/46803 which is fixed with Dapper updates.
If you you use Dapper, install the updates please.

I'm using fully updated Dapper.. But rtl still present..
Is it converted again back to rtl ?!
