Disabling arts soundsystem results in sluggish system

Bug Description

I'm experiencing problems with a sluggish kubuntu system (dapper), mainly in keyboard input (scrolling in webpages stalls intermittently) and for example kscreensaver (which also stalls intermittently). The problem in scrolling is only visible when I use the keyboard, scrolling by mouse wheel or by dragging the scrollbar works perfectly smoothly. After trying some things, I noticed that when I enabled the kde sound system (artsd) it greatly reduced the stuttering, although not completely compared to breezy, so perhaps it may be linked to that.

One additional comment, when I paste text in konsole or xterm I can see the sentence being built up noticeably slow, rather than the snappy behavior that I had in breezy.
