update-manager improve: update repositories information

Bug Description

Binary package hint: update-manager

Every time launch update-manager does:
1. Search packages information
2. Show packages that needs update

The information that collects it's from "apt" cache, but If I need the last information (for example, If we have many packages updates in a day) I must update the repositories info.

I suggest that update-manager does:
1. Update the repositories information
2. Search packages information
3. Show packages that needs update

Not all people are always online. They would complain a lot. You can click on the "check" button in update-manager.

When you model the software behaviour it's important to think in all cases.

I'm always online and click the check button every time (that launch update-manager) is too boring.

For this reason I propose the following steps:
1. Check internet connection.
2. If system have connection, then update the repositories information.
3. Search packages information.
4. Show packages that needs update

This leaves us to the point how to check for a working internet connection? network-manager and dbus would add some additional dependencies - and this would not satisfy the xubuntu people.

How often do you check for updates a day?

The mirrors are not synced more than once a day.

You could add a custom cron job that queries the archives more than once a day.
