Bug Description

This causes user data to be encoded twice. This was added because boto did not correctly encode user data in an older version.

Scott Moser points out,

http://code.google.com/p/boto/source/browse/trunk/boto/ec2/connection.py?r=180

So, user data encoding should no longer be required.
