First notification appears/disappears before fully logged in, is misplaced

Bug Description

To reproduce - fill a partition to ~96%, place the notification area on a bottom panel, log out, log in.

Behaviour: Notification appears during login process after the panel appears, but is half off the bottom edge of the screen, and then disappears before the user is fully logged in and can reliably click on it.

Expected behaviour - draw it in the right place, leave it there until the user takes action or has been fully logged in for a small amount of time.

While I haven't seen any other notification bugs for quite a while, this one's still there. The bubble still disappears before login finishes too.
