Volume Applet displays mute icon while not muted

Bug Description

I'm running Dapper RC. When the volume is decreased to the lowest value on the Volume Applet, the mute icon is displayed despite sound still being heard. The user cannot visually differentiate between whether the audio is muted or not since both states can share the same icon.

Suggested fix: Only show the mute icon on the volume applet when the audio output is truly muted.

I can confirm this problem is still present in edgy
