Opening "Volume Control" makes the Volume Applet behave differently

Bug Description

When the "Volume Control" is not opened, hovering the volume applet (the speaker icon on the top right corner) and then rolling the mouse wheel down will reduce the sound volume. Eventually the sound will be muted. Rolling the mouse wheel up will unmute and increase the sound volume.

However, if the "Volume Control" is opened (right click the volume applet and then choose "Open Volume Control") and then we mute the sound using the previously described method, we can't unmute it by using the (also) previously defined method.

There is some bugs about similar issues. I'm marking the bug as duplicated of bug #34947, feel free to reopen if you disagree
