Can't import data with special character

Bug Description

Hi,

I'm trying to import partner addresses using version 5.0.7 of the web client. The CSV file I'm trying to import contains the following:

"Contact Name"
"ñ"

The web client import functionality does not work (no records are imported) for the above instance and doesn't produce any error message.

I tried manually inputting the data using the form and it was able to add the record. Another bug I noticed was when I exported the newly created partner address to a csv file, the contact name became "ñ".

Hello,

Please reload your browser cache and try again. Its working fine.
Then i have export data in french like "Créer nouvelle base de données Voulez-vous vraiment supprimer la base de donnée sélectionnée?" and its exported same data no any special character added in csv file.

Hi,

I tried your suggestion of clearing my browser's cache but the import function still doesn't work. No error is presented in the client but when I checked the error.log file of the web client I see the following error message:

UnicodeDecodeError: 'utf8' codec can't decode byte 0xf1 in position 0: unexpected end of data.

The data file I used is attached to this comment. I tried the import functionality in partner addresses.
