X11 is extremly slow since upgrade

Bug Description

Since upgrading to dapper, X11 is extremly slow. If I scroll a manual page in a 95x34 gnome-terminal, this takes 100% CPU and is still not smooth at all but "jumps" about 4 lines at once. Also the key repeat rate is usually very slow, although I set it to maximum. However, from time to time it increases to a normal value for a moment. Similar problems arise in emacs and firefox. Maybe the whole phenomeon is best described as if X11 is mostly funneled through a 33.6 modem connection.

In Breezy everything worked smoothly. I have a Dell Latitude D810 1.7 Ghz with ATI M300 (using xorg driver).

Since playing a fullscreen video with mplayer -vo xv works fine, the whole behaviour might be caused by some issue with the keyboard driver not responding properly.

When comparing repeat rate of the laptop keyboard and the usb keyboard, the usb keyboard also seems significantly slower.
