Can't add a new menu

Bug Description

Hello,

Select a menu line in the main menu then click SWITCH.

SAVE the current menu.

Click NEW to add a new menu.
Create the menu, select an action 'ir.actions.act_window' then the window to open.

SAVE the menu : the action is lost

Works fine if you choose at the beginning the DUPLICATE button instead of the NEW button

The bug occurs still on revision 2794.
