[Lucid] kdm init script depends on hal being a system service

Bug Description

Binary package hint: kdebase-workspace

The current /etc/init/kdm.conf has:

start on (filesystem
          and started hal
          and tty-device-added KERNEL=tty7
          and (graphics-device-added or stopped udevtrigger))

that causes kdm not to start on boot as hal is no system service anymore.
