"broadcast accounts..." does nothing unless gwibber is installed

I upgraded and found that there was a new menu items called "Broadcast accounts..." but that it did not do anything.

I happened to install gwibber and then discovered that "Broadcast accounts..." allows you to configure gwibber's settings.

It would be good if both gwibber and empathy (as I discovered for 'Chat accounts...' ) were listed as suggests or, even better, as recommends.

Disagree with duplicate status.

That bug is talking about what to do at runtime.

Nothing prevents a user from removing 'gwibber' from their system.

My bug is related to the default dependancy suggestion.
