the version specified in euca2ools setup.py needs to be updated

Bug Description
in setup.py, the version is specified as 1.0, even though the download is for version 1.1. So for people trying to upgrade from previously installed version 1.0, it fails.

Thanks for the report. Yeah, this was missed it seems and it is too late to fix it for 1.2 as well, so alas, 1.2 is going to say "1.0" too. A fix will be rolled out in a nightly. The version string stuff needs to be refactored and it needs to go in the euca2ools lib and not in individual scripts.
