And there is no users displayed either, right? Running "gksu users-admin" from the command line reveals a lot of complaints about dbus, "Authentication Rejected" and so on.

Thanks for your bug. That issue is probably fixed now, could you try again?

It has probably been fixed with that update:

system-tools-backends (1.9.2-0ubuntu1) edgy; urgency=low

  * New upstream release:
    - Improvements to file monitoring
    - Include an internal copy of Net::DBus
  * debian/copyright:
    - updated for Net-Dbus (which we don't use) - we use our own version.
  * debian/system-tools-backends.init.dbus, debian/*.{post,pre}{inst,rm}:
    - dbus init script for system-tools-backends.
  * debian/rules:
    - install init script.
  * debian/patches/30_daemonize.patch:
    - patch by Michael "chefrocker" Vogt which daemonizes the script and
      lets it write a .pid file.

Marking the bug as fixed. Feel free to reopen if that's not the case and you still have the issue
