Graphics libraries still in memory when no longer needed

Bug Description

There is no call to IMG_Quit after all graphics have been loaded. Therefore libpng and libjpeg are still in memory. It would probably be useful to call IMG_Quit, for example at the end of Editor_Game_Base::load_graphis.

We never call IMG_Init() and we link libpng into widelands. Not sure why we are able to load .jpg, but apparently we can. Seems like this is a non issue.
