pops up "Download of package indexes failed" when offline

Bug Description

I installed current beta-1 without network. After a while, when jockey kicks in the first time to check for missing drivers, it pops up a dialog "Download of package indexes failed". It should only do that in interactive mode, not when it's launched in the background with --check.
