Cannot install libgtk2.0-dev on Dapper.

Binary package hint: libgtk2.0-dev
I have attempted to do this various ways, including downgrading packages to make things match, but ultimately, if this is downgraded, synaptic will attempt to uninstall the entire (useful) system.
I had this problem with glib and pango, as well, but I am including the pango portion in here, because it is the reason that this package will not install.
