Bug Description
If user creates new project and don't commit entire project (and therefore no snapshot file is generated), and then project is forked (branched) and in both branches created new snapshot file, such snapshot files will have different file-ids and therefore makes further merge difficult. We should create empty snapshot file from the start to share file-id between branches of the project.
