Bug Description
I'd like to be able to comment on branches and start a discussion similar to a merge proposal. The use case is for reviewing new packages before they enter the archive. There isn't any branch to target a merge for. In that use case I wanna be able to comment on the branch itself as the initial starting point.

Sorry no. We should however have some other way to initiate a meaningful review, but I don't think this is the way to do it.
