dkms mkdsc does not generate changes file required for launchpad upload

Bug Description
In order to use the dsc generated by dkms to be uploaded into launchpad, one would need to install the source package and generate the source package again with the correct options. In order to omit that on ubuntu, the default options of dkms to create the source package needs to be changed.
Attached is a patch which does the same.
Please check if this can be incorporated
