Installation state bar varies in height over time

Bug Description
Binary package hint: software-center
Ubuntu Software Center 2.1.9, Ubuntu Maverick
1. In "Get Software", navigate to the screen for something that's not installed.
2. Click "Install".
3. Enter your password, and wait for the installation to complete.
What happens:
2. The bar gets shorter as the "Install" button disappears.
3. The bar gets taller again as the progress bar is replaced by a "Remove" button.
What should happen: The bar should stay the same height at all times. That is, it should always be tall enough to contain a button, even if it doesn't contain one right now.
