Bug Description

Refactor SWIFT_HASH_PATH_SUFFIX to be in a config file, and processes should refuse to run if it is not found.

I guess I'd still like to know why it can't be in the ring structure. Putting it in every config file in the system is kind of lame.

Not every process that uses it has access to the ring (for example the
object server), and the plan is to add a single conf file that it would
reside in
