[Dapper] DPMS needs to be easier to setup and configure

Bug Description

DPMS is a key component in any system where power-savings are important (laptops). Right now the instructions to activate DPMS are scarce and unintuitive.

I wasn't able to get it to work properly before reading the following blog post: http://elliotth.blogspot.com/2006/09/ubuntu-606-and-dpms.html

DPMS ought to be automagically enabled at system start OR have an easy-to-check box somewhere under gnome-power management.

this is talking about dapper, can you please check in feisty if you still think that usability bug persists ?
