[Section] Encoding problems in non-english version of Shutter

Bug Description

How to reproduce:

1. Open some window with some strange characters in the title (for example open http://forum.ubuntuusers.de/ containing a ">" in its title in a browser).
2. Open shutter in a non-english locale (tested with German, Russian).
3. Select a Section screenshot and hover the previously opened window, you will get encoding garbage on the ">" character.

Rev 992 on Arch Linux. Btw. the revision number isn't displayed in the info box but that's another story. :)

Rev 992 is not released yet. Is the version on Arch Linux based on trunk? Anyway, this is why there is no revision number etc.

When hovering over the window please try the following:
1) Move the mouse over the window (you might see corrupted chars - not in every case)
2) Move the mouse over another window
3) Move the cursor back to the original window (containing a ">")

The title should be displayed correct now. Can you reproduce that?
