Packages pocket copied from a Security PPA to the archive should appear in +uploaded-packages

Bug Description

Right now, it appears that packages that are pre-built in the Security PPAs do not show up in people's +uploaded-packages once they are copied to -security

For example, with tuxguitar, my natty upload shows up in +uploaded-packages, but the sponsored security uploads to maverick and lucid don't show up in +uploaded-packages, but they show up in +ppa-packages.

I suspect a difference between the CLI unembargo stuff on cocoplum vs the web ui copy functionality; Jelmer says this is plausible but more in depth checking is needed.

No difference, it's the same code. I suspect the UI code is looking at the upload_archive on the sourcepackagerelease record.

with copyPackage, these can now appear in +synchronised-packages, I'm guessing we can sponsor these as well with a little effort
