kverbos verb files are not encoded in utf-8 in the kverbos package

Bug Description
If you try to open the standard verb file in kverbos, it fails with a error.
Im quite sure this is because kverbos tries to open the file in unicode, but actualy it is in iso 8859-15.
you can try it yourself with this file from the kverbos homepage:

i just found a workaround.
download the file that i linked.
Open it with kate in iso 8859-15
save the file, but this time in utf-8
open this file with kverbos
