Pressing power button does nothing

Bug Description
This happens intermittently. When I press the power button on my laptop, the interactive logout dialog doesn't appear.

I think this is mis-file (by me). "System->Quit..." and the "Quit..." panel applet don't do anything either. Which package do those belong to?
