Nova trunk package doesn't contain latest Sphinx so doc builds fail with unable to parse types of messages

Bug Description

We've had 3-4 people report errors when building documentation for Nova, and it turns out the trunk packages contain Sphinx 0.6.6. Sphinx 1.x or higher is required to build the docs. Previously the trunk packages contained dependencies like the correct version of Spinx.

FWIW, the sphinx package is in ppa:nova-core/build-depends, but for ease of use perhaps we should put it in trunk as well.

It's intentionally kept in the build-depends PPA because sphinx isn't backwards compatible (enough), and since it's only needed at build time, we don't want to cause it to be installed on people's systems.
