support left (and top) scrollbar placements

Bug Description

I'm left handed and I have a stylus, so I put the scrollbars on the left using this line in my ~/.gtkrc-2.0

gtk-scrolled-window-placement = top-right

Overall, this works as expected: the new scrollbar appears to the left. There's two problems however:

 * the overlay always appears to the right of the scrollbar, even on non-maximized windows .
 * placement of the scrolbar is too much to the left by a few pixels. Because of this, it is difficult to see on maximized windows. I've attached screenshots of gedit.

The last one is a real problem with usability for me.

placement on the left is not currently supported... I will think about this or totally block the feature (use native scrollbars for left positioning)
